You get that from typos or from trying to use a command that is not authorized. Until a few patches ago the error was silent, that is, it did not show in the chat. Now it's out in front.
It's like that on all server /home don't work. /home says You do not have permission to execute this command. If I were to type it wrong it would say that command cannot be found.
