From the screenshot (merchant) B1tF0x has done nothing wrong. "A Trolling Noob" (76561198199530006) is avoiding the chat filter. That warrants a warning, kick and finally a ban unless the chat goes so far off the deep end that bypassing the warning and kick become necessary to stop the chat spam. This request is rejected as there is no evidence against (merchant) B1tF0x.
Corrected the heading and steam64ID in the original post. That changes things only slightly. Unfortunately this chat alone isn't enough to warrant a ban. At best this would be a warning for avoiding the chat filter and/or player disrespect.
